Article 18. Communication and public awareness
1. The Parties shall strengthen science, public health and pandemic literacy in the population, as well as access to information on pandemics and their effects and drivers, combat false, misleading, misinformation or disinformation, including through effective international collaboration and cooperation as referred to in Article 16.
2. The Parties shall, as appropriate, conduct research and inform policies on factors that hinder adherence to public health and social measures in a pandemic and trust in science and public health institutions.

'The bill has been criticized by members of the "Don't Delete Art" (DDA) movement and anti-censorship groups due to the chances of increased online surveillance and heavy censorship of artists' work. Along with support from the American Civil Liberties Union, the National Coalition Against Censorship, Fight for the Future, the Electronic Frontier Foundation (EFF), and the Woodhull Freedom Foundation, DDA has encouraged people to signal their opposition through an online petition that labels KOSA as one of several "Bad Internet Bills."[5]

SEC. 3. Duty of care.
(a) Prevention of harm to minors.—A covered platform shall take reasonable measures in the design and operation of any product, service, or feature that the covered platform knows is used by minors to prevent and mitigate the following harms to minors:
(1) Consistent with evidence-informed medical information, the following mental health disorders: anxiety, depression, eating disorders, substance use disorders, and suicidal behaviors.
(5) Promotion and marketing of narcotic drugs (as defined in section 102 of the Controlled Substances Act (21 U.S.C. 802)), tobacco products, gambling, or alcohol.
(6) Predatory, unfair, or deceptive marketing practices, or other financial harms
(3) COVERED PLATFORM.—
(A) IN
GENERAL.—The term “covered platform” means an online platform, online
video game, messaging application, or video streaming service that
connects to the internet and that is used, or is reasonably likely to be
used, by a minor.(suddenly there is a trend in almost ALL video games to make them go ONLINE ONLY even single player narrative driven games)
(9) ONLINE
PLATFORM.—The term “online platform” means any public-facing website,
online service, online application, or mobile application that
predominantly provides a community forum for user generated content,
such as sharing videos, images, games, audio files, or other content,
including a social media service, social network, or virtual reality
environment.
SEC. 9. Age verification study and report.
(a) Study.—The Director of the National Institute of Standards and Technology, in coordination with the Federal Communications Commission, Federal Trade Commission, and the Secretary of Commerce, shall conduct a study evaluating the most technologically feasible methods and options for developing systems to verify age at the device or operating system level.
(a) Enforcement by Federal Trade Commission.—
(1) UNFAIR AND DECEPTIVE ACTS OR PRACTICES.—A violation of this Act shall be treated as a violation of a rule defining an unfair or deceptive act or practice prescribed under section 18(a)(1)(B) of the Federal Trade Commission Act (15 U.S.C. 57a(a)(1)(B)).
Enforcement by State attorneys general.—
(1) IN GENERAL.—
(A) CIVIL ACTIONS.—In any case in which the attorney general of a State has reason to believe that an interest of the residents of that State has been or is threatened or adversely affected by the engagement of any person in a practice that violates this Act, the State, as parens patriae, may bring a civil action on behalf of the residents of the State in a district court of the United States or a State court of appropriate jurisdiction to—
