Uvalde: Why did Local Police and Other LEOs Wait an Hour Before Breaching Door?

Mothers were detained for demanding action. A father offered to do it himself. Everyone was on hold waiting for BORTEC Team in spite of the fact they had SWAT right there. Something wrong here.
