A refund system for businesses that paid tariffs which the U.S. Supreme Court ruled President Donald Trump imposed without the constitutional authority to do so is scheduled to launch Monday.

Importers and their brokers will be able to begin claiming refunds through an online portal beginning at 8 a.m., according to U.S. Customs and Border Protection, the agency administering the system.

It’s the first step in a complicated process that also might eventually lead to refunds for consumers who were billed for some or all of the tariffs on products shipped to them from outside the United States.

Companies must submit declarations listing the goods on which they collectively put billions of dollars toward the import taxes the court subsequently struck down. If CBP approves a claim, it will take 60-90 days for a refund to be issued, the agency said...

Thursday marks the one-year anniversary of President Donald Trump unleashing a sweeping package of global tariffs on imported products, which has prompted many critics to reflect on how much economic damage the president has caused.

The Tax Foundation on Monday published an analysis examining the promises Trump made about the benefits of the tariffs, including a claim that “jobs and factories will come roaring back,” as foreign investments would pour in.

This particular promise, the Tax Foundation found, has completely failed to materialize.

“Foreign direct investment (FDI) into the United States has seen no such dramatic spikes,” the Tax Foundation explained. “In 2025, FDI totaled $288.4 billion—more than an order of magnitude smaller than President Trump’s claims. Total FDI in 2025 was below the prior 10 years’ average of $320.7 billion and lower than the annual totals in 2021, 2022, 2023, and 2024 ($405.5 billion, $338.4 billion, $297.4 billion, and $292.3 billion, respectively).”...

According to a White House fact sheet, Trump’s new executive order ends his tariffs on beef; cocoa and spices; coffee and tea; bananas, oranges, and tomatoes; other tropical fruits and fruit juices; and fertilizers.

The New York Times had reported Thursday that “the Trump administration is preparing broad exemptions to certain tariffs in an effort to ease elevated food prices that have provoked anxiety for American consumers.”

The reporting drew critiques of the administration’s economic policies, including from members of Congress such as Senate Finance Committee Ranking Member Ron Wyden (D-Ore.), who said that “Trump just admitted it: Americans are footing the bill for his disastrous tariffs.”...

US President Donald Trump halted all trade negotiations with Canada earlier this week over an advert in which former President Ronald Reagan says tariffs "hurt every American".

The ad, sponsored by Canada's province of Ontario and released last week, features excerpts of an address Reagan gave in 1987 focusing on foreign trade.

Trump called the advert "FAKE" while The Ronald Reagan Foundation said it "misrepresents" the former president's address. Ontario later said it would stop running it so trade talks could resume.

While the minute-long advert only includes excerpts from the original, five-minute-long address, it does not alter Reagan's words. It does however alter the order in which he made the comments.

Below are the lines from the advert in italics, followed by an explanation of how they appear (indicated in bold) in the original address.

"When someone says, 'let's impose tariffs on foreign imports', it looks like they're doing the patriotic thing by protecting American products and jobs. And sometimes, for a short while it works, but only for a short time."

This is the opening line of the minute-long advert. The words have not been altered.

Increasing revenues flowing into U.S. government coffers from tariffs would make it difficult for the Supreme Court to rule against the Trump administration on the issue if a lower court case makes its way to country's top court, U.S. Treasury Secretary Scott Bessent said on Tuesday.

 

"The more money coming in, it gets harder and harder for SCOTUS to rule against us," Bessent said in an interview on Fox Business Network's "Kudlow."

Bessent was responding to a question about a case currently in front of the U.S. Court of Appeals for the Federal Circuit in Washington, D.C., which challenges the legality of what Trump calls "reciprocal" tariffs as well as a separate set of tariffs imposed in February against China, Canada and Mexico.

Indian Prime Minister Narendra Modi and Brazilian President Luiz Inacio Lula da Silva have spoken by phone regarding various issues, including the tariffs recently imposed by the United States on goods from both nations.

Lula confirmed a state visit to India in early 2026 during the call on Thursday, a day after the Brazilian leader told Reuters news agency he would initiate a conversation among the BRICS group of countries on addressing US President Donald Trump's tariff measures.

The group of major emerging economies also includes China, Russia and South Africa.

Lula's office confirmed that in the call, both leaders discussed the international economic situation and the unilateral tariffs affecting Brazil and India, which are among the nations most impacted by Trump's actions.

Trump recently imposed a 25% tariff on Indian goods, raising the total tariff to 50%, alleging that India continues to purchase Russian oil.

He also imposed similar tariffs on Brazil, affecting sectors including aircraft, energy, and orange juice.

During the conversation, Modi and Lula reiterated their goal of increasing bilateral trade to over $20 billion annually by 2030, up from approximately $12 billion last year.

United States President Donald Trump says he will “substantially” raise tariffs on India, intensifying the row between the two countries after years of rapprochement.

Trump accused India in a social media post on Monday of buying and reselling “massive amounts” of Russian oil “for big profits”. 

“They don’t care how many people in Ukraine are being killed by the Russian War Machine,” the US president wrote. “Because of this, I will be substantially raising the Tariff paid by India to the USA. Thank you for your attention to this matter!!!”

He did not specify the rate of the tariffs or when they would take effect. The US imported $87.4bn in Indian goods in 2024, according to US government data.

Last week, Trump announced 25 percent tariffs on Indian goods, citing New Delhi’s levies on US products and purchases of Russian oil and military equipment.

Global trade in chaos as Trump imposes steep tariffs on 92 countries

US President Donald Trump has imposed steep tariffs on exports from 92 countries, including Canada, Switzerland, Brazil, and India, ahead of his self-imposed August 1 deadline that is expected to reignite global trade tensions.

“We have made a few deals today that are excellent deals for the country,” Trump told reporters on Thursday afternoon after signing executive orders to impose tariffs between 15 and 41 percent on goods from around the global market.

He ordered raising tariffs on Canadian imports to 35 percent for goods deemed non-compliant with the US-Mexico-Canada Agreement (USMCA), citing Canada’s failure to curb fentanyl smuggling across the border, saying Canada had "failed to cooperate" in curbing illicit narcotics flows into the US.

Canadian Prime Minister Mark Carney said in a statement that he was “disappointed” with Trump’s tariff hike, adding that “Canadians will be our own best customer.” He emphasized that Canada accounts for just 1 percent of US fentanyl imports, highlighting the minimal role Canada plays in the US fentanyl issue.

"While we will continue to negotiate with the United States on our trading relationship, the Canadian government is laser focused on what we can control: building Canada strong," he said in a post on X.

The decision pertaining to Canada contrasted sharply with Trump's decision to grant Mexico a 90-day reprieve from higher tariffs of 30% on many goods to allow time to negotiate a broader trade pact. 'This Was No Accident': Trump-GOP Policies Blamed as Health Insurers Prepare to Jack Up Premiums

Next year, Americans who buy health insurance through the Affordable Care Act exchanges are set to pay significantly more for coverage—and experts say policies advanced by President Donald Trump and congressional Republicans are at least partially to blame.

An analysis released Friday by the health policy research organization KFF and the Peterson Center on Healthcare found that across a sample of more than 105 ACA marketplace insurers in 19 states and the District of Columbia, companies are set to increase premiums by a median of 15%. 

The analysis noted that insurers have cited a number of factors to justify pushing up premiums, including Trump's tariffs—which could drive up drug, equipment, and supply costs—and the expectation that the Republican-controlled Congress will not extend ACA tax credits that are set to expire at the end of the year.

"If Congress takes no action to renew these enhanced tax credits, enhanced subsidies will expire at the end of 2025, which will cause premium payments for subsidized enrollees to increase by over 75% starting in January 2026," the analysis states. "Insurers expect a large share of enrollees to leave the market, and that those enrollees will be healthier on average, thus leaving the risk pool sicker on average."...

"It is a Great Honor for me to send you this letter in that it demonstrates the strengths and commitments of our Trading Relationship, and the fact that the United States of America has agreed to continue working with Canada, despite Canada having financially retaliated against the United States," Trump said in a post on his social media platform Truth Social.

Brazilians Rally Around Lula After Trump Tariff Threat

Brazilian President Luiz Inácio Lula da Silva may have gotten a political boost thanks to the intervention of U.S. President Donald Trump.

On Wednesday, Trump announced he was slapping all Brazilian imports with a 50% tariff to protest the criminal trial of former Brazilian President Jair Bolsonaro, a longtime Trump ally who was indicted on charges related to an alleged coup plot to illegally remain in power after he lost the 2022 general election.

However, it does not appear that Trump's intervention into Brazil's domestic politics is helping Bolsonaro in the court of public opinion and Brazilian publication Globo reports that Brazilians have been swarming the U.S. president's Instagram account and leaving messages telling him to "leave Brazil in peace" while insisting their country is "not a lawless land."

In an analysis piece published by the São Paulo-based Folha, journalist Igor Gielow declared that Bolsonaro was an "immediate loser" of Trump's decision, as in the past he has declared Trump to be his political idol and the two are generally seen as joined at the hip. What's more, Gielow argues that the Trump tariffs are most likely to hurt Brazil's agribusiness sector, which is where the core of Bolsonaro's political support lies...

A US federal court has ruled illegal President Donald Trump's sweeping tariffs, delivering a significant blow to one of his administration's central economic policies.

A three-judge panel at the New York Court of International Trade issued the decision following multiple legal challenges that contended Trump overstepped his presidential powers, making US trade policy subject to arbitrary presidential decisions and causing global economic instability.

While tariffs generally require congressional authorization, Trump circumvented this by claiming that the country’s trade deficits amounted to a national emergency. This unprecedented justification enabled him to unilaterally impose far-reaching tariffs on nearly all US trading partners last month - a sudden decision that triggered significant market volatility.

US to cut 'de minimis' tariff on China shipments to 54% from 120%

The United States is set to reduce the de minimis tariff on China shipments from 120% to 54%, while retaining a $100 flat fee, according to a White House executive order issued Monday.

The updated policy will take effect at 12:01 a.m. (0401 GMT) on May 14, 2025.

This revision alters an earlier order by the Trump administration, which had planned to impose a flat $200 duty or a 120% tariff starting in June. The change affects shipments valued up to $800 sent via postal services, which previously benefited from minimal inspections and duty-free status...

‘Vance Go Back!’ — Indian Farmers on US VP’s Visit

Thousands of farmers and working-class people in cities and villages across India took to the streets to protest the visit of U.S. Vice President J.D. Vance.  They claim he has come to finalize an agreement which will be a disaster for India’s agriculture and small industries.  

Vance arrived in New Delhi on Monday on a four-day tour in the country. As per widespread reports, his primary agenda is to finalize a trade agreement between the two countries.  The talks over the agreement have been ongoing since the Indian Prime Minister Narendra Modi’s visit to the U.S. in February.  

The protesters gathered in villages and district headquarters across India with posters and banners denouncing the Indian government’s failures to safeguard their interests and chanting slogans such as “Vance go back,” and “India is not for sale!”  In some places protesters also burned effigies of Vance.  

Left-leaning All India Kisan Sabha (AIKS), the largest farmers’ group in the country, issued a statement on April 18 in which it asked all its units to launch the Vance go back campaign and to oppose the proposed trade agreement with the U.S. It called the agreement a surrender of India’s interests.  

The AIKS statement claimed that Vance’s visit to India “is a part of putting pressure upon the state of India and the corporate-led ruling classes to surrender the national interests to facilitate windfall profiteering to the multinational companies.” ...

Trump announces 90-day pause on ‘reciprocal’ tariffs with exception of China

President Donald Trump announced a complete three-month pause on all the “reciprocal” tariffs that went into effect at midnight, with the exception of China, a stunning reversal from a president who had insisted historically high tariffs were here to stay.

But enormous tariffs will remain on China, the world’s second-largest economy. In fact, Trump said they will be increased to 125% from 104% after China announced additional retaliatory tariffs against the United States earlier Wednesday. All other countries that were subjected to reciprocal tariff rates Wednesday will see rates go back down to the universal 10% rate, he said.

“Based on the lack of respect that China has shown to the World’s Markets, I am hereby raising the Tariff charged to China by the United States of America to 125%, effective immediately,” Trump said in his social media post. “At some point, hopefully in the near future, China will realize that the days of ripping off the U.S.A., and other Countries, is no longer sustainable or acceptable,” he wrote.

Speaking to reporters after the announcement, Trump said, “Nothing’s over yet, but we have a tremendous amount of spirit from other countries, including China. China wants to make a deal, they just don’t know how quite to go about it.”

Mexico and Canada won’t face the 10% tariffs, a White House official told CNN. Almost every good coming from the two nations will continue to be tariffed at 25%, unless they are compliant with the US-Mexico-Canada Agreement, in which case they won’t face tariffs. However, that does not apply to sector-specific tariffs Trump has imposed.

Wall Street breathed a sigh of relief, however, that Trump was backing down on other extreme trade measures. Stocks rallied sharply on the news – even though the 10% universal tariff on all imports coming into the United States remained in effect.

The Dow surged nearly 3,000 points or 7.87%, on Wednesday. The S&P 500 shot up 9.5%. The tech-heavy Nasdaq soared 12.2%. This marked the best day for the S&P 500 since October 2008. The Nasdaq posted its best day since January 2001 and its second-best day on record. While the Dow posted its best day in five years...
