The IRS has stipulated a mandatory waiting period of several business days before you can access your stimulus payment this time around whereas there was no such delay in the previous two. Why is that? What is the difference? The only difference is this payment is subject to garnishment so they are giving financial institutions several business days to robosign a bunch of court orders and file them with the banks before you get access to the payment. As simple and obvious as that.
