'Proportionality should be a guideline in war'
The principle
of proportionality prohibits attacks against military objectives which
are “expected to cause incidental loss of civilian life, injury to
civilians, damage to civilian objects, or a combination thereof, which
would be excessive in relation to the concrete and direct military
advantage anticipated”. International Committee of the Red Cross
' Proportionality should be a guideline in war. Killing 50% to 90% of the people of 67 Japanese cities and then bombing them with two nuclear bombs is not proportional, in the minds of some people, to the objectives we were trying to achieve' Robert McNamara
