That's because they know any "uke" jet jockeys can't possibly be trained up to interop fighter group standards in anything less than 5-7 years, which is what that takes in any air force. BUT to just get an already fully trained active nato country flier to "resign" and become a uke, they'll already have all the knowledge and skills many times over to just take off and from 20-30k feet fire pre-programmed missiles eastward to some targets in/around moscow (they make many of their advanced missiles in/around plants near moscow).
One of these would be the Taurus, used by germany and announced already, not used yet but made in sweden!
