Should We Talk About Dimona and Israel's Nukes Before Bibi Strangelove Kills Us All?

Israel is run by an ideological zealot with a proven track record of indiscriminate killing of women and children and the use of terrorism tactics in furtherance of his own thirst for power. And he has nuclear weapons. At what point in this roadmap to the end of the world are we going to start acknowledging these glaring realities? In the aftermath?

The truth about Israel's secret nuclear arsenal

Deep beneath desert sands, an embattled Middle Eastern state has built a covert nuclear bomb, using technology and materials provided by friendly powers or stolen by a clandestine network of agents. It is the stuff of pulp thrillers and the sort of narrative often used to characterise the worst fears about the Iranian nuclear programme. In reality, though, neither US nor British intelligence believe Tehran has decided to build a bomb, and Iran's atomic projects are under constant international monitoring.

The exotic tale of the bomb hidden in the desert is a true story, though. It's just one that applies to another country. In an extraordinary feat of subterfuge, Israel managed to assemble an entire underground nuclear arsenal – now estimated at 80 warheads, on a par with India and Pakistan – and even tested a bomb nearly half a century ago, with a minimum of international outcry or even much public awareness of what it was doing.

Despite the fact that the Israel's nuclear programme has been an open secret since a disgruntled technician, Mordechai Vanunu, blew the whistle on it in 1986, the official Israeli position is still never to confirm or deny its existence.

When the former speaker of the Knesset, Avraham Burg, broke the taboo last month, declaring Israeli possession of both nuclear and chemical weapons and describing the official non-disclosure policy as "outdated and childish" a rightwing group formally called for a police investigation for treason.

Meanwhile, western governments have played along with the policy of "opacity" by avoiding all mention of the issue. In 2009, when a veteran Washington reporter, Helen Thomas, asked Barack Obama in the first month of his presidency if he knew of any country in the Middle East with nuclear weapons, he dodged the trapdoor by saying only that he did not wish to "speculate"...

The Samson Option: Israel’s Plan to Nuke Its Opponents

On September 22, 1979, U.S. surveillance satellite “Vela 6911” detected a double flash of light in the Indian Ocean midway between Africa and Antarctica that appeared to be consistent with the detonation of a nuclear weapon. As researchers with the Federation of American Scientists (FAS) note in their paper, “Israeli Nuclear Weapons, 2021,” U.S. intelligence at the time of “the Vela incident” believed the double flash to be an Israeli nuclear test, conducted with logistical support from the Apartheid-era South African government. A panel assembled by President Jimmy Carter, however, rejected this conclusion based on a premise that the Administration knew to be false, but did not want to challenge politically—that Israel did not possess nuclear weapons.

Israeli “nuclear ambiguity,” its lack of official confirmation or denial that it possesses nuclear weapons, persists to this day. Nevertheless, as of 2021, researchers estimate that the country possesses ninety nuclear warheads, capable of being delivered by aircraft, land-based ballistic missiles, and sea-based cruise missiles. Israel is reserving these weapons for “the Samson Option”: an all-out assault on the civilian population centers of its opponents.

The Battle of the Letters, 1963: John F. Kennedy, David Ben-Gurion, Levi Eshkol, and the U.S. Inspections of Dimona

Kennedy Warned Israeli Leaders in (May)1963 That U.S. “Commitment and Support” Could be “Seriously Jeopardized” Absent Inspection of Dimona Reactor... and then he was dead

During 1963, President John F. Kennedy was preoccupied with issues such as Vietnam, the nuclear test ban negotiations, civil rights protests, and Cuba. It is less well known, however, that one of his most abiding concerns was whether and how fast Israel was seeking a nuclear weapons capability and what the U.S. should do about it. Beginning in April 1963, Kennedy insisted that the Israeli leadership accept regular bi-annual U.S. inspections, or in diplomatic language, “visits,” of Israel’s nuclear complex at Dimona in the Negev Desert. Prime Minister David Ben-Gurion and his successor, Levi Eshkol, tried to evade and avoid inspections, but Kennedy applied unprecedented pressure, informing them bluntly, in a near ultimatum tone, that Washington’s “commitment to and support of Israel “could be “seriously jeopardized” if it was thought that the U.S. government could not obtain “reliable information” on the Dimona reactor and Israel’s nuclear intentions.

The full exchange of letters and related communications between Kennedy, Ben-Gurion, and Eshkol, published for the first time today by the National Security Archive, illustrates both Kennedy’s tenacity and Israeli leaders’ recalcitrance on the matter of Dimona. Surprised by the U.S.’s firm demands, Eshkol took seven weeks, involving tense internal consultations, before he reluctantly assented. Retreating from a near-diplomatic crisis, both sides treated their communications on Dimona with great secrecy.

Today’s posting of declassified documents from the U.S. National Archives system, including presidential libraries, provides a behind-the-scene look at the decision-making and intelligence review process that informed Kennedy’s pressure on Israeli prime ministers during 1963. Among the documents are:

  • National Intelligence Estimate 30-63, “The Arab-Israeli Problem,” from January 1963, which estimated that if the Dimona reactor “operated at its maximum capacity … [it] could produce sufficient plutonium for one or two weapons a year.” This NIE was declassified in 2017.
  • A letter from a U.S. diplomat in Tel Aviv who concluded that the detection of an Israeli decision to initiate a “crash” emergency nuclear program would require “a fairly careful watch on the activities of the dozen or so top scientists.” This document was declassified in 2018.
  • A State Department memorandum supporting bi-annual inspections of the Dimona reactor to monitor the use of nuclear fuel. Without U.S. inspections, Israel could discharge spent fuel at six-month intervals “to produce a maximum of irradiated fuel for separation into weapons grade plutonium.”
  • Kennedy’s statement to French Foreign Minister Couve de Murville that Israel’s nuclear program had put that country in a “stupid” position by giving “a pretext to the Russians, who are retreating in the region, to indict us before world opinion, and perhaps not without reason.”
  • A memorandum of conversation from August 1963 in which a British diplomat reported on “new disturbing signs” of Israeli official interest in nuclear weapons. Declassified in 2016.
  • The detailed report of the January 1964 U.S. inspection of Dimona that resulted from Kennedy’s pressure on Ben-Gurion and Eshkol.

Kennedy, Dimona and the Nuclear Proliferation Problem: 1961-1962

President John F. Kennedy worried that Israel’s nuclear program was a potentially serious proliferation risk and insisted that Israel permit periodic inspections to mitigate the danger, according to declassified documents published today by the National Security Archive, Nuclear Proliferation International History Project, and the James Martin Center for Nonproliferation Studies.  Kennedy pressured the government of Prime Minister David Ben-Gurion to prevent a military nuclear program, particularly after stage-managed tours of the Dimona facility for U.S. government scientists in 1961 and 1962 raised suspicions within U.S. intelligence that Israel might be concealing its underlying nuclear aims.  Kennedy’s long-run objective, documents show, was to broaden and institutionalize inspections of Dimona by the International Atomic Energy Agency.

On 30 May 1961, Kennedy met Ben-Gurion in Manhattan to discuss the bilateral relationship and Middle East issues. However, a central (and indeed the first) issue in their meeting was the Israeli nuclear program, about which President Kennedy was most concerned.   According to a draft record of their discussion, which has never been cited, and is published here for the first time, Ben-Gurion spoke “rapidly and in a low voice” and “some words were missed.”  He emphasized the peaceful, economic development-oriented nature of the Israeli nuclear project. Nevertheless the note taker, Assistant Secretary of State Philips Talbot, believed that he heard Ben-Gurion mention a “pilot” plant to process plutonium for “atomic power” and also say that “there is no intention to develop weapons capacity now.” Ben-Gurion tacitly acknowledged that the Dimona reactor had a military potential, or so Talbot believed he had heard.  The final U.S. versionof the memcon retained the sentence about plutonium but did not include the language about a “pilot” plant and  “weapons capacity.”

The differences between the two versions suggest the difficulty of preparing accurate records of meetings. But whatever Ben-Gurion actually said, President Kennedy was never wholly satisfied with the insistence that Dimona was strictly a peaceful project. Neither were U.S. intelligence professionals. A recently declassified National Intelligence Estimate on Israel prepared several months after the meeting, and published here for the first time, concluded that “Israel may have decided to undertake a nuclear weapons program. At a minimum, we believe it has decided to develop its nuclear facilities in such a way as to put it into a position to develop nuclear weapons promptly should it decide to do so.” This is the only NIE where the discussion of Dimona has been declassified in its entirety...

The US Discovery of Israel's Secret Nuclear Project

The U.S. government first learned of Israel's secret nuclear program at Dimona from an American corporate official talking to U.S. diplomats in Tel Aviv during mid-summer 1960, according to a declassified document published today for the first time by the National Security Archive, the Nuclear Proliferation International History Project, and the Center for Nonproliferation Studies of the Middlebury Institute of International Studies at Monterey. Other documents published today detail the discovery of the secret project that some in the U.S. government believed from the very start aimed at a weapons capability; the U.S. debates over Israel's lack of candor; and U.S. government efforts to pressure the Israelis to answer key questions about the nature of the Dimona project.

This "discovery," which came as the presidency of Dwight D. Eisenhower was drawing to a close, caused apprehension in Washington by raising concern about regional stability and nuclear proliferation, but it also produced annoyance because Israeli officials at all levels repeatedly provided less than credible answers to U.S. questions about Dimona. Thus, in September 1960, when embassy officials asked about a new construction site when they were on a helicopter ride nearby, an adroit Israeli official, Addy Cohen, improvised a story to keep the secret: it was the site of a textile factory, he said; a story that was not wholly false because there was a textile plant near Dimona. An interview with Addy Cohen detailing the episode appears in this posting for the first time.

Documents published in this collection shed light on a particularly notable intelligence failure: how Washington missed warning signs that the Israelis had a nuclear project underway, but also how the U.S. belatedly realized what the Israelis were doing, and how Eisenhower and his senior advisers reacted to this discovery. Among the documents are:

  • The June 1959 Israel-Norway secret agreement providing for the sale of Norwegian heavy water to Israel (through the United Kingdom), transmitted by Oslo Embassy political officer Richard Kerry (father of Secretary of State John Kerry).
  • Reports about information from a then-covert source — University of Michigan nuclear engineering professor Henry Gomberg — who learned that the Israelis had a secret nuclear reactor project that involved experiments with plutonium.
  • A telegram from the U.S. embassy in Tel Aviv reporting on Finance Ministry official Addy Cohen's statement that "we've been misbehaving," and one by an unidentified official close to Prime Minister David Ben-Gurion that the secrecy surrounding Dimona was unjustifiable and that it was "a stupid mistake on the part of Israel."
  • Reports by U.S. Ambassador Ogden Reid on conversations with Ben-Gurion.
  • A State Department message to the embassy in Tel Aviv conveying irritation that the responses of the Israeli government showed a "lack of candor."
  • Messages about a role for the International Atomic Energy Agency in inspecting and safeguarding Dimona.

Israeli Nuclear Weapons: Risks, Consequences and Disarmament

Israel is one of nine countries that possesses nuclear weapons, with an estimated arsenal of 90 nuclear weapons, which it can launch by missiles and aircraft, and possibly by sea-based missiles. Despite widespread acknowledgement by experts and former government officials of their existence, Israel and many Western governments maintain a policy of ambiguity about Israeli nuclear weapons. This pretense cannot continue. Nuclear disarmament is an essential component of a lasting peace agreement between Israel and Palestine, and in the region more broadly. This is because of the risk of use of nuclear weapons and the catastrophic consequences of such use, as well as the proliferation risks posed by Israel’s continued possession of a nuclear arsenal. Despite efforts, states have not yet succeeded in negotiating a weapons of mass destruction free zone in the Middle East. The Treaty on the Prohibition of Nuclear Weapons, adopted in 2017, offers a clear pathway to nuclear disarmament, and Israel and all states should immediately join.
